Hello can any tell me whats the difference between Website speed & web page load?
& tell me their maximum time ?

The question needs to be thought out a bit further. I think it's ambiguous without a context.

"Speed" fits better with a connection (DSL, fiber, etc). The question should then be rephrased to "Website load time vs page load time." In which case the difference is almost negligible because a page load is big subset of a site load. And the maximum time it should take a page to pull is relative to its assets and purpose. But you generally don't want your TTFB to take more than 2 seconds and less than 6 seconds for the page to start rendering.
