Sorry, Chrome's networking stack. The timeline doesn't report the granular details on the network requests. It largely just reports when the resource was requested from the rendering engine and when it started/completed the response.

The lower layers of Chrome handle both the scheduling I mentioned above as well as limiting the number of connections to a given server, etc. None of that is exposed in the timeline data because it's not visible from the rendering engine. It IS exposed in dev tools and through the dev tools api as the network data, it's just not part of the timeline.
