Translation Interstitial (Chrome browser) please turn off this option

Often when we made tests to create a video we notice that an interstitial appear in some frames: it is the chrome's form that ask if we need to translate in english the webpage.
luckily in some server (like Prague) this option is disabled
It is possible to disable everywhere?

example: Frankfurt, Germany - EC2 - Chrome - Emulated Nexus 5 - 3G
