They appear to be using OnApp to deploy their CDN. This service describes itself as "an easy way to monetize spare cloud capacity and bandwidth by selling it on our CDN marketplace." Their map with POPs (pdf) looks very similar to the one on the CDN77.com homepage.

The same documents also answers your question on the DNS servers, Lennie:

An advanced decision engine performs DNS lookups and queries a geolocation database to establish the user’s location. There is a simple per-TB fee for trac routed through the service.

CDN77.com appears to be on the other end of what's described in this press release:

In other words, it seems they've built a CDN entirely from such marketplace resources.
