RESTful API and the <completed> time
Hi,

I'm using the RESTfull api. I have the results of the test, but I'm unsure about the <completed> value in the <data> section. It appears to be UTC, but it has an offset value (+0000, in this case). Is this value always straight UTC, or does the offset get used?

It should always be straight UTC, particularly on the public server but it's possible that it could be different on a private install if someone really wanted it to be.
