Add support for WPT non FRIENDLY_URLS mode

Hi

It would be nice to add support for the non FRIENDLY_URLS mode of WPT. For some reason, I had to turn it off on my private WPT instance, so some links from wpt monitor will probably fail.

So far, I only had to modify monitor.inc, around line 27

in order to repair the links to the test result details in the jobs results, but there might be other glitches I still haven't seen ( I'm using it since 1 day ).

Could we add ( or is there already ? ) a switch to indicate that the WPT installation is not in FRIENDLY_URLS url mode, in order to alter the URLs accordingly ?
