Archiving

I'm a little confused on how the archiving works. I read through the code and clearly see how tests can be deleted, but don't see how they get archived. I ran it with a 14day expiration. It came back with the following results:

Arc:0, Del:24186, Kept:86634, Checking:130718_1A_6Z

It seems unless the file hasn't been accessed in the last 60 days, it will get deleted. Is this the case?
