What is the next step?

Is the problem wordpress or images?
Fix the first byte time first - nothing else can happen until the browser gets the page. The problem is likely a combination of wordpress, your plugins and your hosting provider. Back-end caching plugins can help ease the pain (W3TC, supercache, etc) but ultimately it's probably your hosting provider is over provisioned.
Using Hostmonster. Do you recommend another? I like HM because speak english for the most part and don't mind getting their hands a little dirty with what I need. I'm up for recommendations!

I have WP Super Cache and WP Minify. They have done some wonders from my own experience.

What should I be expecting from a host?

In general you should expect that the low-cost shared hosting providers will be slow. It's pretty much how they operate profitably. I believe WP Engine has a low cost option and they specialize in wordpress hosting and are very performance focused.

You can also have HM take a look and see if there is something specific about the server you are on or database you are connected to that needs tuning.

Since your website has real heavy loading and you are using word press i suggest that you use some w3 cache and use rdn plugin plugin and host the images in anther host such as google code
