Hmm, that's a pretty interesting page. The fully loaded time usually tracks after doc complete because there is a bunch of network activity going on. In your case there must be some insanely slow javascript running after all of the network requests have come in that is holding up the onLoad (Document Complete).

It's pretty much the perfect use case for using the Dynatrace location to capture a profiler trace and find the offending code (Dulles location, pick the IE7 or IE8 Dynatrace browser). Let me know if you need a hand with it.
