Some WPT locations are run by Pat (Dulles & EC2 ones) others are run by volunteer. The locations Pat runs are generally running the latest browsers and WPT agents the others may not be.

Shanghai (EC2) is running Chrome 55 and Hong Kong (volunteer) Chrome 49, HK also doesn't appear to be running the latest agent which might also explain the differences
