How can i do CPU throttling while running test?

Enable 'Emulate Mobile Browser' under the 'Chrome' tab in the 'Advanced Settings' section. Then pick a device from the drop down list.
You can see the "throttle_cpu" values in the mobile devices config file - https://github.com/WPO-Foundation/webpagetest/blob/master/www/settings/mobile_devices.ini
