WebPagetest 1.8.1 patch (video)

I fixed an issue with the video rendering where the rendered video would not match what was displayed on the timeline (video would be slightly longer). While I was working on the video code I also made it so you can pause/resume and seek the videos - results in larger files but makes it easier to use.
