Browser Cache and WebPagetest
does WebPagetest considers browser cache . If I see below in browser 90 % static assets gets cached in first view , while webpage is still showing / loading all the assets from server .

A "First View" is someone visiting for the first time without anything in the cache. If you enable "First Vieiw and Repeat View" in the advanced test settings (first tab) it will also test a "repeat view" which is loaded with the cache populated.
